"The money is never going to be enough," says Norris. "What worries me is what people are actually purchasing."
It is an issue which threatens to spiral as global trade turmoil means a wave of cheap, rip-off products are already headed straight for Britain's shores.
"What we're expecting to see is a flood of Chinese, low-quality, unsafe and tax-dodging stock being dumped into the UK," says one senior retail chief.
